A COVENTRY police officer has been commended for her determined management of a man considered by police to be one of the city’s worst domestic violence threats.
PC Deb White works in the force’s Offender Management Unit – a team of officers focused on trying to rehabilitate prolific offenders and keeping a tight rein on those who refuse to change their criminal ways.
This year she secured a rare order against a violent sex offender to help protect vulnerable women.
She picked up the case of a dangerous domestic abuser and registered sex offender who was released from prison in 2016 – but returned to complete the full term of his sentence after he breached his licence conditions within a matter of weeks.
During that time, PC White worked with the prison service, probation and other partner agencies to build-up detailed intelligence of his personal affairs.
She uncovered evidence suggesting he was targeting vulnerable women for the purpose of grooming them to smuggle and launder money, plus concerns he may be seeking retribution against another former partner.
The 31-year-old was eventually freed earlier this year having served his full sentence – but by that stage PC White had gathered enough evidence to secure a Violent Offender Order designed to restrict his movements and disrupt his behaviour.
It was only the fourth such order ever granted by judges in the West Midlands.
PC White, who received a Police Commander’s Commendation at a ceremony at St Mary’s Guildhall on December 2, said: “It took about six months to gather the statements and evidence I needed to put a compelling case to the courts for a Violent Offender Order.
“Such orders are notoriously hard to secure and are reserved only for the highest risk offenders.
“The order includes conditions banning him from parts of the city and from having contact with girls under 18. He must also inform us if he enters into any new relationships. Failure to abide by the conditions is an offence and he can be returned to prison.
“He’s a very dangerous man – he stabbed an ex-partner on the day he was released from a previous prison term – and I’m pleased the courts have accepted the threat he poses and granted an order that helps us manage him effectively.”
The 31-year-old is currently on remand in prison awaiting trial for a historic assault allegation.
